Explanation:

When a object is touching a surface, it mostly likely will change the temperature it's on, depending on how it is. Since they both have different temperatures and cooling down at the same particularity rates, it is highly false that this would happen. What WOULD would the bowl cool faster THAN the water, then the ice will transform into water.
