friction is acting on the ball since it is rolling across the floor. the ball rolling across the floor is going to keep moving until something causes it to stop and the something is the blue ball since the blue ball is in place because of gravity. The blue ball probably went rolling off slowly since the red ball which was moving  applied it's force onto the blue ball. The student is wrong since it was the Red ball the exerted force on the Blue ball
